Congressman Crenshaw presents an American flag to Navy Rear Admiral Byron Fuller of Jacksonville Beach at the Vietnam Veterans Special Recognition Ceremony at Naval Air Station Jacksonville on November 9. Fuller was a Prisoner of War for six years in Vietnam, 23-months of that time was spent in solitary confinement.
