Dan Crenshaw (R-TX) today introduced &lt;a href="https://www.congress.gov/bill/119th-congress/house-bill/7420?s=1&amp;amp;r=1"&gt;H.R.7420&lt;/a&gt; - &lt;em&gt;The&lt;/em&gt;&amp;nbsp;&lt;i&gt;Stop Gender Trafficking of Minors Act&lt;/i&gt;, legislation to establish clear federal protections against the interstate transport of minors for irreversible gender transition medical procedures.&lt;/p&gt;
&lt;p class="elementToProof"&gt;&lt;/p&gt;
&lt;p class="elementToProof"&gt;The bill makes it a federal offense to knowingly transport a minor across state lines to obtain gender transition procedures intended to alter a child's sex characteristics in a manner inconsistent with their biological sex, creates civil remedies for affected children and families, and ensures federal taxpayer dollars are not used to subsidize or shield such practices by states or municipalities characterizing themselves as "transgender sanctuaries."&amp;nbsp;&lt;/p&gt;
&lt;p class="elementToProof"&gt;&lt;/p&gt;
&lt;p class="elementToProof"&gt;"As some states are passing laws to protect children from gender mutilation procedures and harmful gender altering practices, other states and cities are declaring themselves as 'transgender sanctuary cities and states'&amp;nbsp;for so-called 'gender affirming care,'" said Crenshaw. "Children should not be transported across state lines to undergo irreversible medical procedures that are abusive and harmful just to circumvent home state laws or keep parents and guardians in the dark. This bill draws a clear, defensible line: exploiting interstate loopholes to bypass state safeguards is unacceptable, and Congress has a responsibility to act."&amp;nbsp;&lt;/p&gt;
&lt;p class="elementToProof"&gt;&lt;/p&gt;
&lt;p class="elementToProof"&gt;The&amp;nbsp;&lt;i&gt;Stop Gender Trafficking of Minors Act&lt;/i&gt;&amp;nbsp;uses Congress&amp;rsquo;s well-established authority over interstate commerce to address this gap, consistent with longstanding federal laws designed to protect children from interstate exploitation.&lt;/p&gt;

&lt;p class="elementToProof"&gt;A growing body of international medical guidance has advised against the routine use of puberty blockers, hormone therapy, and gender altering surgeries for minors, absent long-term evidence of benefit and safety. The rise in detransition and regret among young adults who underwent such procedures as minors further underscores the need for robust federal safeguards&lt;i&gt;.&amp;nbsp;&lt;/i&gt;The Federal Government has a compelling interest in protecting minors from experimental and irreversible medical procedures that may result in long-term harm, including sterilization, loss of sexual function, and psychological distress.&lt;/p&gt;

&lt;p class="elementToProof"&gt;&amp;ldquo;This isn&amp;rsquo;t about politics,&amp;rdquo; Crenshaw added. Clarke (D-NY), Congressman Gus Bilirakis (R-FL), and Congresswoman Diana DeGette (D-CO) led a bipartisan letter urging House leadership to stop scheduled cuts to the Medicaid Disproportionate Share Hospital (DSH) program. 141 Members of Congress signed on to this letter to protect American hospitals from these devastating cuts.&amp;nbsp;&lt;/p&gt;
&lt;p&gt;The $8 billion reduction, slated to take effect on October 1, 2025, would slash DSH funding by more than half, threatening safety-net, rural, and urban hospitals already facing financial strain.&lt;/p&gt;
&lt;p&gt;In the letter, the Members wrote:&amp;nbsp;&lt;i&gt;&amp;ldquo;The Medicaid DSH program is a vital resource for hospitals treating low-income patients in our communities. These payments are used to support critical hospital services in both rural and urban areas of the country, including burn and trauma unit services and maternal and child health care.&amp;rdquo;&lt;/i&gt;&lt;/p&gt;
&lt;p&gt;The Medicaid DSH program was established to support hospitals that serve disproportionate numbers of low-income patients. Payments help offset uncompensated care and Medicaid underpayments and are capped by both state allotments and hospital-specific limits. Without this support, hospitals often face tough choices about cutting essential services, reducing staff, or closing their doors entirely. Congress has repeatedly acted to prevent scheduled DSH reductions in the past, recognizing the program&amp;rsquo;s importance to vulnerable populations. This year&amp;rsquo;s scheduled $8 billion cut would be the largest in the program&amp;rsquo;s history.&lt;/p&gt;
&lt;p&gt;The letter continued:&amp;nbsp;&lt;i&gt;&amp;ldquo;Cuts of this magnitude would decimate the program&amp;hellip; Our hospitals are already under increasing financial strain, and reductions of this size would push vulnerable rural and other safety net hospitals&amp;mdash;and the patients they serve&amp;mdash;into peril.&amp;rdquo;&lt;/i&gt;&lt;/p&gt;

&lt;p&gt;&lt;span&gt;&lt;strong&gt;Provisions Included:&lt;/strong&gt;&lt;/span&gt;&lt;br /&gt;&lt;strong&gt;Work Requirements in Medicaid &amp;ndash; Empowerment and Accountability:&lt;/strong&gt;&amp;nbsp;Crenshaw&amp;rsquo;s first provision adds a community engagement (work) requirement for able-bodied, working-age adults on Medicaid. Under this policy, beneficiaries without dependents must work, volunteer, or attend education/training for at least 80 hours per month to maintain coverage. Exceptions are included for those truly unable to work &amp;ndash; such as pregnant women, the elderly, individuals with disabilities, and caregivers.&lt;/p&gt;
&lt;ul&gt;
&lt;li&gt;This reform is projected to save taxpayers over $300 billion in the next decade, strengthening Medicaid&amp;rsquo;s finances.&lt;/li&gt;
&lt;li&gt;It also enjoys broad public support &amp;ndash; a recent Axios/Ipsos survey found 63% of Americans (including nearly half of Democrats) support work requirements for programs like Medicaid.&lt;/li&gt;
&lt;li&gt;By reducing reliance on government assistance, the measure preserves resources for children, seniors, and people with disabilities who truly need care, reflecting a core GOP belief in personal responsibility leading to uplift.&lt;/li&gt;
&lt;/ul&gt;
&lt;p&gt;&lt;strong&gt;&amp;ldquo;Do No Harm&amp;rdquo; to Kids &amp;mdash; The Crenshaw Amendment:&lt;/strong&gt;&amp;nbsp;In a move to safeguard minors and uphold medical integrity, Rep. Crenshaw successfully pushed for a ban on federal health dollars being used for gender-transition procedures on anyone under 18.&amp;nbsp;&lt;span&gt;His provision &amp;ndash; modeled after his proposed Do No Harm in Medicaid Act &amp;ndash; prohibits Medicaid and CHIP from covering sex reassignment surgeries, cross-sex hormones, or puberty blockers for minors, and similarly bars Affordable Care Act plans from making such procedures an essential health.&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;Safeguarding Hospitals &amp;ndash; Relief from DSH Cuts:&lt;/strong&gt;&amp;nbsp;The third Crenshaw-backed provision provides critical relief to hospitals that serve low-income communities. It delays impending cuts to Medicaid Disproportionate Share Hospital (DSH) payments until 2029, effectively staving off reductions that were scheduled to begin in fiscal year 2026. DSH payments are lifelines for safety-net hospitals, compensating them for care provided to uninsured and underinsured patients.&lt;/p&gt;
&lt;ul&gt;
&lt;li&gt;Without this delay, hospitals nationwide were facing $8 billion per year in funding reductions for FY2026&amp;ndash;2028 under current law. Texas hospitals in particular stood to lose roughly $778 million in 2025 alone (a 32% cut) if the cuts proceeded.&lt;/li&gt;
&lt;li&gt;By ensuring the continuation of DSH support through 2026, the amendment protects patients from potential service cuts or hospital closures.&amp;nbsp;&lt;/li&gt;

With more accurate and detailed data, the CDC would develop clinical best practices for recognizing and treating these brain injuries and distribute the information to mental health care providers. This initiative would also support researchers investigating links between TBIs, stress-related disorders, and suicide risk in law enforcement personnel.&lt;/p&gt;
