Cypress Oaks and North Freeway Stormwater Detention Basin

Purpose: These funds would be utilized to construct a regional stormwater detention basin near the intersection of I-45 and Cypress Creek in Harris County, Texas. The proposed Cypress Oaks–North Freeway Stormwater Basin will reduce flood risk for residential and commercial properties within Harris County WCID No. 110 and mitigate recurring ponding and roadway flooding on I-45 main lanes and frontage roads. This section of I-45 is a federally designated freight corridor and hurricane evacuation route that has experienced repeated flood-related disruptions. The detention basin will capture and manage stormwater runoff during extreme rain events, improving public safety, reducing infrastructure damage, and maintaining regional mobility. Design and environmental permitting for the project are being completed separately by Harris County WCID No. 110. Requested funds will be used solely for construction, including contractor services, materials, and construction oversight.

Woodridge Stormwater Detention Basin Construction Project, Phase II

Recipient: Harris County Flood Control District

Amount: $2,000,000

Purpose: The Woodridge Stormwater Detention Basin will mitigate flood risk in the Kingwood area. Phase 1 of this project is being implemented with the Taylor Gully Channel Conveyance Improvements Project to provide stormwater detention for the increased channel capacity resulting from those improvements. Phase 1 is funded through CDBG and previous CPF cycles. This request seeks funding for the construction of Phase 2, specifically for rough grading and excavation. Given the project's scale, we are requesting the maximum funding available, as each contribution will play a critical role in advancing the overall excavation effort.

Drainage Improvements near the Porter Post Office

Recipient: Montgomery County Precinct 4

Address: 23628 Roberts Road, New Caney, TX, 77357

Amount: $2,000,000

Purpose: This project will reduce flood risk for residential neighborhoods and surrounding infrastructure in the Forest Colony area of Porter, Texas by addressing a deteriorated and unmaintained drainage channel that currently lacks sufficient capacity to convey stormwater during heavy rain events. Repeated flooding has resulted in property damage, service disruptions, and increased long-term costs for the community. The project will advance the design and implementation of drainage improvements, including channel modifications and a stormwater detention basin, to improve stormwater management and system resilience. Coordination with an ongoing TxDOT drainage study at the FM 1314 crossing will ensure the project contributes to a broader, regional solution. This is a priority because the existing drainage infrastructure is privately owned and not maintained, and Montgomery County does not have a drainage or flood control district to address the issue through existing funding mechanisms. Without intervention, flooding risks and associated costs will continue to escalate as the area grows. Federal investment will enable a long-term solution that improves public safety, protects property, and reduces future disaster-related expenditures.

Q130-00-00 Stormwater Detention Basin

Amount: $2,000,000

Purpose: The Q130-00-00 Stormwater Detention Basin project consists of two distinct compartments. One compartment is located on the west side of Crosby Eastgate Road and the upstream terminus of Q130-00-00 with the other located in the middle of the proposed channel improvements along the western bank. This funding request would support the design and development of construction-ready plans for Phase 1 of the project. While preliminary engineering will refine the project's benefits, this project is expected to reduce flood risk in the Cedar Bayou Watershed.

IH-69 Southbound Frontage Drainage Improvements

Recipient: Montgomery County Precinct 4

Amount: $2,000,000

Purpose: The IH-69 Southbound Frontage Road Drainage Improvements Project addresses persistent flooding along a 3.9-mile segment of a major regional transportation corridor between SH 99 and Bens Branch in Montgomery County, Texas. During moderate and severe rain events, inadequate drainage infrastructure causes standing water that frequently renders the frontage road impassable, disrupting commuter traffic, freight movement, and emergency access. This request will fund the final engineering, environmental clearance, and right-of-way identification necessary to advance construction of drainage improvements, including new storm sewer systems, roadside ditch enhancements, and culvert upgrades. These improvements are designed to increase stormwater conveyance capacity and maintain roadway functionality during storm events up to a 10-year level of service. IH-69 is a critical corridor for regional mobility and economic activity in the greater Houston area. However, due to significant competing demands across the TxDOT Houston District, this project has not been included in current state funding plans despite clear and recurring impacts to public safety and transportation reliability. Federal funding will accelerate the delivery of this project, reduce long-term maintenance and emergency response costs associated with repeated flooding, and improve the resilience and performance of a key component of the region’s transportation network.
